Scams like this (and the famous Nigerian Prince scam) are stupid on purpose. By being dumb and obvious, it effectively makes the scam more efficient. Rather than the scammers having to respond to hundreds (if not thousands) of potential inquisitors, they now know that anyone who falls for the dumb "hook" is dumb enough to go through with the whole deal.
Basically, if you are stupid enough to even contact the scammers, you are stupid enough to be scammed.

It's been going on since at least the 80s (and probably decades before that). In the 80s it was double scammy...you'd get junk mail saying you could work from home then you'd send them 50 bucks and a SASE for a 'kit'. Then if they got that they'd send you a bunch of ads for them that you'd send out as junk mail (you had to pay for the stamps). You were supposed to get paid for every envelope you sent out, but the check would always get lost. More ads and addresses would always arrive for you to send until your dumb ass realized you were being screwed.
It was a self replicating disease, haha. My dumbass cousin fell for it more than once.
